Can I request renovating their living quarters in the library to have more suitable amenities (actual kitchen / bathroom, etc.) and also to add a small studio apartment style residence on a separate floor?

Since this is a modification but not a whole building I was thinking perhaps 20 points of his current 25, with 10 for each, but let me know!
